before anyone starts battling or anything shouldnt we establish who the refs are first?

That's a good question well I dont have a full proof answer to that but for now this will have to do:

Shadow Rune
Shiki
Urahara


we will have a total of four Refs, so the more active people get the better chance they have at becoming a Ref.
